&lt;p style="margin:0in 0in 0pt"&gt;&lt;font size=3&gt;&lt;font color="#000000"&gt;&lt;font face="Times New Roman"&gt;&lt;span&gt;&lt;/span&gt;The district has cancelled our general membership meeting in June and replaced it with a Judicial Candidate Forum on Sunday, June 8th at 12:30 in the afternoon.&lt;span&gt;  &lt;/span&gt;We created this forum to increase the quantity and the quality of information available to voters about judicial candidates.&lt;span&gt;  &lt;/span&gt;By offering an opportunity for voters to meet judicial candidates, people will be able to make more informed decisions during the primary elections. &lt;span&gt; &lt;/span&gt;The tentative meeting location is the Green Lake Public Library: 7364 E. Green Lake Dr. N., Seattle, WA 98115.&lt;span&gt;  &lt;/span&gt;The Green Lake Branch has a meeting room that is wheelchair-accessible and has a maximum occupancy of 99 people.&lt;span&gt;  &lt;/span&gt;We may move the meeting in the event that we need a bigger space.&lt;/font&gt;&lt;/font&gt;&lt;/font&gt; 
&lt;p style="margin:0in 0in 0pt"&gt;  
&lt;p style="margin:0in 0in 0pt"&gt;&lt;font size=3&gt;&lt;font color="#000000"&gt;&lt;font face="Times New Roman"&gt;We plan on inviting voters from across King County.&lt;span&gt;  &lt;/span&gt;At the conclusion of the forum, we will hold our Primary Endorsements meeting.&lt;span&gt;  &lt;/span&gt;In addition to the judicial races, Congressman Jim McDermott, Governor Christine Gregoire, Lt. &lt;li&gt;Tip One: Find a person, or people, who will help you during your campaign for national delegate.  You will need extra hands to distribute fliers and to cheer you up when you feel down.  Campaigns are pretty rough!
&lt;li&gt;Tip Two: Contact your voting universe: emails, letters, postcards... get your message out.  Keep your message simple and to the point: &amp;quot;I deserve your vote because...&amp;quot;  Remember to include alternates in your contacts since some alternates may be seated that morning.
&lt;li&gt;Tip Three: Follow up on your initial contacts: phone calls, in-person conversations.  Find out what your voter cares about and ask how you can help them to further his/her agenda.  Become an ally.  Few will be elected although many will try... those who are elected will be the ones who have made personal connections within the universe of voters.
&lt;li&gt;Tip Four: Do not forget your speech - what you decide to say when you get the microphone is very important.  Many people running for national delegate will be good candidates - dedicated to her/his candidate with a history of community involvement.  Many will send postcards and make phone calls.  It will be a hard choice who to vote for and so the speeches may decide the vote.  Make a solid finish.  Highlight what makes you special.&lt;/ul&gt;

&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt;Thank you to everyone who was able to attend the caucus on Saturday, April 5th.&lt;span style=""&gt;  &lt;/span&gt;I am extremely proud of our district for running the largest caucus in the State of Washington.&lt;span style=""&gt;  &lt;/span&gt;I had a lot of sleepless nights leading up to the caucuses, and I am pleased and grateful that we had so many wonderful volunteers turn out to help.&lt;span style=""&gt;  &lt;/span&gt;A sincere thank you in particular to Emily Steed and Julie Wilson, our volunteer rockstars, without who the caucus would not have happened.&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt; &lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt;Our check-in process went fairly smoothly.&lt;span style=""&gt;  &lt;/span&gt;The lines were long and people may have been confused about where to go after check-in, but everyone who was a delegate got their seat and got counted.&lt;span style=""&gt;  &lt;/span&gt;And when &lt;b style=""&gt;three thousand people&lt;/b&gt; converge at the same time at the same place, lines are to be expected.&lt;span style=""&gt;  &lt;/span&gt;We operated thirty-five check-in points across a gym with more than fifty volunteers checking in people.&lt;span style=""&gt;  &lt;/span&gt;Each person had their own sheet with their name on it and contact information for updates.&lt;span style=""&gt;  &lt;/span&gt;The check-in crew volunteers arrived as early as seven o’clock in the morning and kept a positive attitude the entire morning.&lt;span style=""&gt;  &lt;/span&gt;Jaxon Ravens deserves a special thank you for running the check-in process as do Shauna, Stephanie, Chris, Misty, Wes, and Chelsea who were crew captains.&lt;span style=""&gt;  &lt;/span&gt;And a huge thanks to Vanessa for running the Help Desk.&lt;span style=""&gt;  &lt;/span&gt;The Help Desk was the heart of the whole operation.&lt;/font&gt;

&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt;Upon check-in, we were able to send people into a line to run for delegate and created an actual written ballot with delegates’ names.&lt;span style=""&gt;  &lt;/span&gt;Every delegate was given white poster board and color markers to make a campaign sign.&lt;span style=""&gt;  &lt;/span&gt;We also had a snack bar and a hot dog stand.&lt;span style=""&gt;  &lt;/span&gt;Special thank you to Katie Evans for making a run to Costco and a special thank you to Slow Joe’s BBQ for bringing the hotdog stand.&lt;span style=""&gt;  &lt;/span&gt;And we also were able to provide a photo opportunity for folks to take their pictures with life sized cut outs of Obama and Clinton.&lt;span style=""&gt;  &lt;/span&gt;Much heartfelt gratitude goes to Emily Steed for lending her digital camera and for creating a website for people to download their photos.&lt;span style=""&gt;  &lt;/span&gt;We also ran a booth for delegate challenges and contests.&lt;span style=""&gt;  &lt;/span&gt;Thank you is owed to Rob Dolin who spent many nights reading and re-reading the minutes from each of our 214 precincts in an effort to be prepared and knowledgeable about potential problems with the delegate count.&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt; &lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt;Inside the auditorium we did try to channel the light.&lt;span style=""&gt;  &lt;/span&gt;We could never find the correct light switch even though we spent hours the night before and the morning of with search crews of volunteers.&lt;span style=""&gt;  &lt;/span&gt;But hey, the two custodian engineers from the school who staffed the event could not find them either.&lt;span style=""&gt;  &lt;/span&gt;We had a wonderful invocation from Tyler Dewar of Nalanda West that really set the tone for the day by reminding us of our interdependence and collective responsibility for our community. &lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt; &lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font size=3&gt;&lt;font color="#000000"&gt;&lt;font face="Times New Roman"&gt;It did take a while in the auditorium as we waited for about an hour and a half to get the tally count.&lt;span style=""&gt;  &lt;/span&gt;Yet there were 1400 delegates who needed to be tallied it was important tally twice, even three times, to make certain we had the correct count.&lt;span style=""&gt;  &lt;/span&gt;I was proud that we were able to get the tally right.&lt;span style=""&gt;  &lt;/span&gt;And Rob Dolin deserves thanks for it.&lt;span style=""&gt;  &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt; &lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font size=3&gt;&lt;font color="#000000"&gt;&lt;font face="Times New Roman"&gt;During the down time, we heard from our elected officials and candidates for public office including Congressman McDermott, Speaker Chopp, and Senator Ed Murray.&lt;span style=""&gt;  &lt;/span&gt;Some people have suggested that we should have had more public officials come to speak in order to fill the time, but I think it was important that people were free to move about the room and talk to each other.&lt;span style=""&gt;  &lt;/span&gt;And people could also use the down time to make signs (we had some pretty creative signs), get snacks, go to the bathroom, buy a hotdog or a veggie dog… some people walked the two blocks to the Wallingford Center to get coffee or lunch.&lt;span style=""&gt;  &lt;/span&gt;We used the time to make a pitch for the Spring Field Plan and for monetary donations.&lt;span style=""&gt;  &lt;/span&gt;We also had audience Q&amp;amp;A.&lt;span style=""&gt;  &lt;/span&gt;We even heard some brave people tell jokes – and I bet that never happens at Republican meetings!!!&lt;span style=""&gt;  &lt;/span&gt;&lt;i style=""&gt;How many surrealists to screw in a light bulb?&lt;span style=""&gt;  &lt;/span&gt;Fish!&lt;/i&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt; &lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font size=3&gt;&lt;font color="#000000"&gt;&lt;font face="Times New Roman"&gt;Once the tally was complete, the national campaign staff and local volunteers from the Obama and Clinton campaigns took over the process of electing their delegates.&lt;span style=""&gt;  &lt;/span&gt;I think that they did a great job.&lt;span style=""&gt;  &lt;/span&gt;Thank you David and Rose for chairing your sub-caucuses.&lt;span style=""&gt;  &lt;/span&gt;My favorite part of the day was hearing the delegate speeches.&lt;span style=""&gt;  &lt;/span&gt;Some were funny and some were really touching.&lt;span style=""&gt;  &lt;/span&gt;There is not a great deal that can be said in thirty seconds, but then, there is a great deal that can be said in thirty seconds.&lt;span style=""&gt;  &lt;/span&gt;I would be proud for any person that I heard to represent this district to the Democratic National Convention.&lt;span style=""&gt;  &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt; &lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font size=3&gt;&lt;font color="#000000"&gt;&lt;font face="Times New Roman"&gt;We had a great crowd.&lt;span style=""&gt;  &lt;/span&gt;The energy crackled and the excitement was almost visible.&lt;span style=""&gt;  &lt;/span&gt;There were moments of boredom and stretches of confusion, but there was a real sense that people were listening to each other.&lt;span style=""&gt;  &lt;/span&gt;And that people were hopeful that we could create change together.&lt;span style=""&gt;  &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt; &lt;/font&gt;
&lt;p style="margin:0in 0in 0pt;text-indent:0.5in"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt;If folks have any suggestions for how to capture and sustain the energy and excitement moving forward – suggestions are always appreciated.&lt;span style=""&gt;  &lt;/span&gt;There are eight months between now and November and we have to keep this party alive and kicking!&lt;/font&gt;

&lt;p style="margin:0in 0in 0pt"&gt;&lt;font face="Times New Roman" color="#000000" size=3&gt; &lt;/font&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt;1.&lt;span style=""&gt;       &lt;/span&gt;The Legislative District Caucus shall be held on &lt;u&gt;Saturday, April 5, 2008 with sign-in commencing at approximately 9am at the former Lincoln (current Garfield) high school in Wallingford: 4400 Interlake Ave., Seattle&lt;/u&gt;&lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt;tab-stops:.5in"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in;tab-stops:list .5in"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;2.&lt;span style="font:7pt 'Times New Roman'"&gt;                 &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;Delegates to the Legislative District Caucus shall be the delegates and alternates elected at the precinct caucuses.&lt;span style=""&gt;  &lt;/span&gt;An alternate shall not have a vote unless seated to replace an absent or ineligible delegate.&lt;span style=""&gt;  &lt;/span&gt;Alternates shall be listed and seated in the order in which they were elected.&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in;tab-stops:list .5in"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;3.&lt;span style="font:7pt 'Times New Roman'"&gt;                 &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;Any duly elected delegate or alternate who moves from his or her precinct prior to the District Caucus shall automatically forfeit his or her seat and an alternate shall be seated in his or her place.&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt;4.&lt;span style=""&gt;       &lt;/span&gt;At the time of signing in, delegates and alternates shall sign in by precinct.&lt;span style=""&gt;  &lt;/span&gt;&lt;u&gt;There will be a suggested registration donation for all delegates and alternates to the District caucus of $5 at the door.&lt;span style=""&gt;  &lt;/span&gt;Payment of this donation shall not be a condition of participation or election.&lt;/u&gt;&lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;u&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style="text-decoration:none"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/u&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt;5.&lt;span style=""&gt;       &lt;/span&gt;The Legislative District Chair or the Chair’s designee shall serve as the Chair of the Legislative District Caucus.&lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt;tab-stops:.5in"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in;tab-stops:list .5in"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;6.&lt;span style="font:7pt 'Times New Roman'"&gt;                 &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;The Chair of the Credentials Committee shall present the report of the Credentials Committee which shall include:&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 70pt;text-indent:-35pt;tab-stops:list 70.0pt"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;A.&lt;span style="font:7pt 'Times New Roman'"&gt;                &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;The total number of delegates certified elected within the Legislative District.&lt;/span&gt;&lt;/font&gt;

&lt;p style="margin:0in 0in 0pt 70pt;text-indent:-35pt;tab-stops:list 70.0pt"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;D.&lt;span style="font:7pt 'Times New Roman'"&gt;               &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;Presentation of challenged precinct documentation for decision by the caucus as a whole, starting with the lowest numbered precinct or at the beginning of the alphabet and proceeding in alpha-numerical order until all challenges are resolved.&lt;span style=""&gt;  &lt;/span&gt;If the challenged delegate is not sustained, he or she shall be removed immediately and replaced by a qualified alternate.&lt;span style=""&gt;  &lt;/span&gt;A challenged delegate may not vote on the question of his or her own challenge.&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;

&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt;&lt;span style=""&gt;                   &lt;/span&gt;on-site and must be submitted before the close of delegate sign-in&lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt;&lt;span style=""&gt;          &lt;/span&gt;C.&lt;span style=""&gt;      &lt;/span&gt;The Credentials Committee shall meet to review all challenges and make a&lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 1in"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt;recommendation on each for presentation to the Caucus body (6.D.)&lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in;tab-stops:list .5in"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;8.&lt;span style="font:7pt 'Times New Roman'"&gt;                 &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;The Chair of the 43&lt;sup&gt;rd&lt;/sup&gt; Legislative District Democrats shall serve as Chair of the Caucus.&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 6pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in;tab-stops:list .5in"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;9.&lt;span style="font:7pt 'Times New Roman'"&gt;                 &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;The Permanent Chair shall appoint a secretary, sergeant-at-arms, and parliamentarian.&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 6pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in;tab-stops:list .5in"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;10.&lt;span style="font:7pt 'Times New Roman'"&gt;            &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;The Chair shall announce the allocation of Congressional District Caucus and State Convention delegates and alternates including the following information:&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 70pt;text-indent:-35pt;tab-stops:list 70.0pt"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;A.&lt;span style="font:7pt 'Times New Roman'"&gt;                &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;The number of qualified delegates seated.&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt 70pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;

&lt;p style="margin:0in 0in 6pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in;tab-stops:list .5in"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;11.&lt;span style="font:7pt 'Times New Roman'"&gt;            &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;The election of Congressional District Caucus/State Convention delegates and alternates:&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 70pt;text-indent:-35pt;tab-stops:list 70.0pt"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;A.&lt;span style="font:7pt 'Times New Roman'"&gt;                &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;Each candidate for Congressional District Caucus/State Convention delegate or alternate must be a resident registered voter in the Legislative District and must be identified as to presidential preference.&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt 35pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 70pt;text-indent:-35pt;tab-stops:list 70.0pt"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;B.&lt;span style="font:7pt 'Times New Roman'"&gt;                &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;Each candidate for Congressional District Caucus/State Convention delegate or alternate shall &lt;u&gt;self-nominate by signing-in at the next level delegate sign-in table&lt;/u&gt;.&lt;span style=""&gt;  &lt;/span&gt;No second is required.&lt;span style=""&gt;  &lt;/span&gt;A candidate who is not a delegate to the caucus or who is not present must signify in advance, in writing individually, his/her presidential preference, that he/she will serve if elected and that he/she is a Democrat and is willing to be known as such.&lt;span style=""&gt;  &lt;/span&gt;The letter of any absent candidate shall be read by the sub-caucus chair and shall constitute a nomination, no second required.&lt;span style=""&gt;  &lt;/span&gt;All other nominations shall be made by signing the nomination list at the registration table.&lt;span style=""&gt;  &lt;/span&gt;Each candidate shall have &lt;u&gt;up to 30 seconds&lt;/u&gt; (including the time spent by the sub-caucus chair reading an absent candidate’s nomination letter) for speech on his/her behalf.&lt;span style=""&gt;  &lt;/span&gt;Nomination of alternates shall occur after the election of delegates.&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 70pt;text-indent:-35pt;tab-stops:list 70.0pt"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;C.&lt;span style="font:7pt 'Times New Roman'"&gt;               &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;Voting shall be by signed ballot and a ballot to be counted &lt;u&gt;must have all positions filled with no duplications&lt;/u&gt;.&lt;span style=""&gt;  &lt;/span&gt;The sub-caucus Chair shall give clear notice to the delegates that they must vote for the allotted number of candidates, give adequate time to do so, and ask voting delegates to check their ballots before turning them in.&lt;span style=""&gt;  &lt;/span&gt;A plurality is required to elect.&lt;span style=""&gt;  &lt;/span&gt;The Chair shall provide the ballots.&lt;span style=""&gt;  &lt;/span&gt;After the votes are collected and tallied, the person receiving the most votes shall have been elected, the person receiving the next most votes shall have been elected, and so forth until all allotted delegate positions are filled.&lt;span style=""&gt;  &lt;/span&gt;In case of a tie vote, the assignment of a delegate position shall be by lot.&lt;span style=""&gt;  &lt;/span&gt;After delegate positions have been filled, the &lt;u&gt;alternate positions shall be filled by the candidates with the next highest numbers of votes&lt;/u&gt;.&lt;span style=""&gt;  &lt;/span&gt;Each delegation elected shall be equally divided between women and men in both the delegate and alternate categories unless there are an insufficient number of nominees from one gender to fill available positions.&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt 35pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 70pt;text-indent:-35pt;tab-stops:list 70.0pt"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;D.&lt;span style="font:7pt 'Times New Roman'"&gt;               &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;Each sub-caucus Chair is responsible for appointing a tally committee and reporting their vote totals to the Caucus Secretary before leaving the Caucus site.&lt;span style=""&gt;  &lt;/span&gt;&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 0pt 35pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 70pt;text-indent:-35pt;tab-stops:list 70.0pt"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;E.&lt;span style="font:7pt 'Times New Roman'"&gt;                &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;Delegates may leave after casting their ballot unless they want to stay to assist their sub-caucus tally committee&lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 6pt 70pt;text-indent:-35pt;tab-stops:list 70.0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 35pt;text-indent:-40pt;tab-stops:35.0pt"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;12.&lt;span style="font:7pt 'Times New Roman'"&gt;               &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;At the time of the election, each elected Congressional District Caucus/State Convention delegate shall be requested to pay the $50.00 State Convention Registration fee to the Secretary.&lt;span style=""&gt;  &lt;/span&gt;No person shall be excluded or disqualified from any part of the process for failure to pay such fee. &lt;/span&gt;&lt;/font&gt;
&lt;p style="margin:0in 0in 6pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;

&lt;p style="margin:0in 0in 0pt"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;font color="#000000"&gt; &lt;/font&gt;&lt;/span&gt;
&lt;p style="margin:0in 0in 0pt 0.5in;text-indent:-0.5in;tab-stops:list .5in"&gt;&lt;font color="#000000"&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;&lt;span style=""&gt;15.&lt;span style="font:7pt 'Times New Roman'"&gt;            &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:11pt;font-family:Verdana"&gt;Proxy voting shall not be allowed.&lt;/span&gt;&lt;/font&gt;

&lt;p&gt;The level of interest for serving as next level delegate will likely be MUCH greater than the number of slots available (67) so if you cannot represent your fellow 43rd LD Democrats at BOTH of these meetings, please allow someone who can to take the spot.
&lt;p&gt;At the &lt;a href="http://www.43rdDems.org/2008Caucuses.aspx"&gt;LD Caucus&lt;/a&gt;, after signing-in, people wishing to run as a next level delegate (or alternate) MUST SIGN-UP AT AN ADDITONAL NEXT LEVEL DELEGATE SIGN-UP so their names can be added to a ballot of potential next level delegates (and alternates) for their candidate preference.
&lt;p&gt;Each candidate preference meeting threashold will elect next level delegates (and alternates) proportional to their number of delegates at the LD Caucus.

&lt;div&gt;&lt;font size=2&gt;In the 43rd Legislative District we elected almost 1400 delegates and 1400 alternates for the delegates.  Given the magnitude of our caucus, many resources have been dedicated to contacting elected delegates.  Each of our delegates will recieve at least one email, one letter, and one phone call before April 5th.  In contrast, getting in touch with alternates has been done primarily through email and we may not be able to afford to mail and call each alternate before April 5th.  Therefore, the purpose of this blog entry is to explain in further detail the responsibility and roles of alternates.&lt;/font&gt;&lt;/div&gt;
&lt;div&gt;&lt;font size=2&gt;&lt;/font&gt; &lt;/div&gt;
&lt;div&gt;&lt;font size=2&gt;Alternates are very important to the process.  When check-in is completed, we estimate that anywhere from 15 to 35 percent of our delegates will not be present.  We will then need to call in the alternates to take the seats.  If no alternates are available to take the seats of the missing delegates, then the presidential candidate will lose that seat.  Period.  This makes a difference in how we will allocate the election of delegates to the next level.  &lt;/font&gt;&lt;/div&gt;
&lt;blockquote dir=ltr style="margin-right:0px"&gt;
&lt;div&gt;&lt;font size=2&gt;For example, we have roughly 900 Obama delegates and roughly 300 Clinton delegates.  This means that, at present, we will roughly divide our right to 67 delegates to the Congressional Caucus as such: 50 Obama delegates and 17 Clinton delegates.  As one example (just a hypothetical): if 200 Obama delegates do not come and there are no alternates from their precinct to replace them, then the number of delegates they can send to the Congressional Caucus (and then to the DNC nominating convention in Denver) drops from 50 to 46.  If, for another example, 200 Clinton delegates do not show and there are not alternates to replace them, then the number could drop from 16 to 6.  &lt;/font&gt;&lt;/div&gt;&lt;/blockquote&gt;
&lt;div dir=ltr&gt;&lt;font size=2&gt;The more absent delegates without alternates, the more significant the damage to that presidential candidate's final delegate allocation.  And in a year where there could be a floor fight over the nomination this could be significant.  In Washington, after our governor won her race by 12 votes, we know what one person can mean in a big process. &lt;/font&gt;&lt;/div&gt;
&lt;div dir=ltr&gt;&lt;font size=2&gt;&lt;/font&gt; &lt;/div&gt;
&lt;div dir=ltr&gt;&lt;strong&gt;&lt;u&gt;&lt;font size=2&gt;So if you are an alternate should you come on April 5th?&lt;/font&gt;&lt;/u&gt;&lt;/strong&gt;&lt;/div&gt;
&lt;div dir=ltr&gt;&lt;font size=2&gt;Yes!  It may not be possible to know in advance whether all of the delegates from your precinct plan on attending, so you may be called to a seat.  Alternates are generally seated in the order that they were elected (demonstrated by the order in which their names were recorded in the election log).  If a delegate for your precinct for your candidate is listed in the &lt;/font&gt;&lt;a href="http://www.43rddems.org/documents/DelegatesAndAlternates.xls"&gt;&lt;font size=2&gt;Preliminary Credentials Report&lt;/font&gt;&lt;/a&gt;&lt;font size=2&gt; as not attending, you should absolutely plan on attending. We will begin check-in by 9 o clock and so we will be able to inform alternates whether they will be seated around 10 o clock.  So the bad news is that you may not get a seat, but the good news is that you will only have to wait about an hour to find out.&lt;/font&gt;&lt;/div&gt;
&lt;div dir=ltr&gt;&lt;font size=2&gt;&lt;/font&gt; &lt;/div&gt;
&lt;div dir=ltr&gt;&lt;strong&gt;&lt;u&gt;&lt;font size=2&gt;So if you are a delegate, how should you take steps to make sure you have an alternate present?&lt;/font&gt;&lt;/u&gt;&lt;/strong&gt;&lt;/div&gt;
&lt;div dir=ltr&gt;&lt;font size=2&gt;If you would like to make sure that the presidential campaign is aware that you are not coming so that they can make an extra push to inform the alternates in your precinct to come then you can contact one of the following: Clinton - &lt;/font&gt;&lt;a href="mailto:washingtonforhillary@hotmail.com"&gt;&lt;font size=2&gt;washingtonforhillary@hotmail.com&lt;/font&gt;&lt;/a&gt;&lt;font size=2&gt;. Obama - Sameer Ranade at &lt;/font&gt;&lt;a href="mailto:ranade.sameer@gmail.com, &amp;lt;mailto:ranade.sameer@gmail.com"&gt;&lt;font size=2&gt;ranade.sameer@gmail.com, &lt;/font&gt;&lt;/a&gt;&lt;font size=2&gt;Kucinich - Charlie Bendock &lt;/font&gt;&lt;a href="mailto:cbendock@hotmail.com"&gt;&lt;font size=2&gt;at cbendock@hotmail.com&lt;/font&gt;&lt;/a&gt;&lt;font size=2&gt;.  You can call your alternates if you know their contact information to make sure they know you will not attend.  And finally, you can get the list of contact information for all of the alternates in your precinct by asking Rob Dolin at &lt;/font&gt;&lt;a href="mailto:43rdDems@wuxx.com"&gt;&lt;font size=2&gt;43rdDems@wuxx.com&lt;/font&gt;&lt;/a&gt;&lt;font size=2&gt; or Chris Butler at &lt;/font&gt;&lt;a href="mailto:cgbutler_99@yahoo.com"&gt;&lt;font size=2&gt;cgbutler_99@yahoo.com&lt;/font&gt;&lt;/a&gt;&lt;font size=2&gt;  Since we may not be able to call all of the alternates in your precinct, it would be great if you could take over this task!  &lt;br&gt;&lt;br&gt;We are also hosting a phone bank this Saturday that you can attend if you wish to help us with our efforts.  Making lots of phone calls is always easier in the company of friends and tasty snacks.
